Dear
Ms. Johnson:
I
am an organic farmer 23 miles northeast of Great Falls in the wind shadow of
the proposed coal-fired plant. We also do some irrigating from the Missouri
River. In reviewing the DEIS, I have a few questions.
1. I see the
conclusion that there will be no appreciable damage to agricultural land.
However, I do not see any numeric standards on which this conclusion is based.
Where are these located?
2. On what standard
was this conclusion based?
3. As an organic
farmer, I can only have a small percent of the EPA standards for acceptable
emissions. Where are these EPA limited listed?
4. In order to
determine pollution of agricultural land, there needs to be a baseline study,
and also subsequent monitoring test of agricultural land and water in the wind
shadow. In regard to these tests:
5. What is the procedure
and what equipment is necessary to gather samples of soil and water?
6. Who will be doing
the analysis and what are their credentials?
7. Who will be paying
for these tests?
8. Where, in the DEIS,
is there provision for a compensation fund to compensate for loss of
agricultural income?
9. Where are the
regulations for paying this compensation?
10. Will this
compensation be in perpetuity?
11. Where is there
provision for remuneration of health care costs for residents in the wind
shadow, and for those who consume contaminated products produced in the
contaminated area?
I
