This letter is
in regard to the proposed construction of Highwood Power Generating Station in
Great Falls, Montana. We support the position of the Lewis and Clark National
Historic Trail and the Section 213 Report, Evaluation of the Impact of the
Proposed Highwood Generating Station on the Great Falls Portage National
Historic Landmark, issued to the National Advisory Council on Historic
Preservation (ACHP) and prepared by the National Park Service. These conclude
that the construction of the Highwood Power Generating Station proposed by the
Southern Montana Electric and Transmission Cooperative could adverse impact the
Great Falls Portage National Historic Landmark (NHL) and its viewshed. The
Section 106 consultation process has not been complete. We continue to
recommend that the other sites be considered for the Highwood Generating
Station outside the (NHL) and its viewshed.
